Directors and providers were interviewed regarding any potential injury to the child's penis while assisting him with toileting. They denied assisting him with toileting at all. There is inconsistent information to determine that, more likely than not, the redness on the child's penis observed by the parent was a result of inappropriate provider interactions with the child.”
