  • “When interviewed the provider acknowledged that he had "grabbed" and held the child's hand twice to prevent him from saying negative things to other children-once immediately before departing the Center, and twice, during the van ride to school. This licensor observed that the provider had long fingernails. Although he describes his hold on the child's hand as "gentle" and "like a handshake", a scratch and red mark were observed on the child's hand by a referrer shortly after arriving from school. The child also alleged that the provider had grabbed him. This licensor concludes that, more likely than not the child's hand was grabbed and the mark and scratch were the result.”
