ALLEGATION(S): Staff kissed a day care child on the lips. INVESTIGATION FINDINGS: On 11/05/2025 at 11:30AM, Licensing Program Analyst (LPA) J.J.Z. conducted an UNANNOUNCED COMPLAINT SITE INSPECTION. LPA met with interim director, B.R. LPA advised director the purpose of the inspection is to deliver the findings of the complaint investigation. LPA toured the facility inside and outside for a health and safety inspection. Present during the inspection were two (2) staff and 17 children. Throughout the course of the investigation, LPA obtained a copy of the facility roster and personnel report. LPA conducted interviews with Reporting Party (RP), interim director, staff, superintendent of the facility, and children. LPA also obtained security camera footage from 1 of 2 outdoor security cameras. LPA received confirmation from company who manages the cameras that the other outdoor security camera was not operational at the time of the incident so there is no footage of the incident. Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. Report was reviewed, exit interview was conducted, and Appeal Rights were provided with interim director, B.R. A Notice of Site Visit was given and must remain posted for 30 days.
