ALLEGATION(S): Staff allowed children to use materials that are not age-appropriate INVESTIGATION FINDINGS: On 07/15/2026, Licensing Program Analyst (LPA) M.J.V. conducted an unannounced inspection to conclude a complaint investigation that was received on May 1, 2026. LPA met with the Site Directors S.A. and A.L. and discussed the purpose of the inspection to deliver findings. A tour of the facility was conducted and census was taken. Children in care: 117 total, school age 17, 67 preschool age children and 30 infants, with 33 staff supervising children. Information provided by the Reporting Party (RP) alleges that staff allowed children to use materials that are not age appropriate. During the course of the investigation, LPA M.J.V. conducted interviews with staff, parents, and other involved parties, and reviewed facility and pertinent records. Interviews reveal that during an outdoor activity, children were provided with latex balloons by staff for play. Staff confirmed the activity occurred on January 18, 2026. Based on interviews and information obtained, there is sufficient evidence to support the above allegation that staff allowed children to use materials that are not age appropriate. The preponderance of evidence standard has been met, therefore, the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1.
