ALLEGATION(S): Staff speaks inappropriately to infants in care. INVESTIGATION FINDINGS: On December 8, 2025 at approximately 8:00AM, Licensing Program Analyst (LPA), K.K. arrived at the child care center unannounced to open a complaint investigation into the above allegation. LPA met with the Site Supervisor while the Director, O.L. (D1) was in a meeting. Present during the visit were the director and ten teachers supervising seven infants (12 months and under) and 20 toddlers (12 to 36 months). Later during the visit, LPA met with D1. During the course of the investigation, LPA conducted interviews, made observations, and reviewed pertinent documentation provided by parties involved. Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. An exit interview was conducted with the Director, O.L. A printed copy of the report and notice of site visit were provided at the conclusion of the inspection.
