A caregiver showed poor judgment when she secured gloves to a child's hands so he couldn't remove them.

During a review of video footage, a caregiver was observed standing over a child placing their mask back on their face after the child removed his mask. The caregiver was observed giving the child 3 forceful pokes in the child's shoulder blade area while the parent observed.
